This technique is found on page 5 of the Sale-a-bration catalog. I think it is a fun flower but very time comsuming so I had not taken the time to create one myself and I did not have to because Monika, one of my downline made one for me. She scalloped the edge of her paper before pleating and then backed it with a scallop circle which really makes it pop.
She used one of the new buttons as a center and layered it on a 3x3 note card.
